Paying homage to the Z special unit LMS Base and Catalina Base that operated in Darwin Harbour during WWII, a memorial boardwalk, amenities and landscaped covered picnic areas were designed to honour the members of the veterans who had served on this site.

In an area overgrown with mangroves and little visual reference to the site's historic significance, the design featured interpretive signage dotted along the boardwalk which leads out to a view overlooking the sunken LMS ramp.

It was envisioned that this area could encourage the establishment of local food trucks which would cater for businesses running out of East Arm.
